Water displays unique thermodynamic and kinetic anomalies that set it apart from ordinary liquids. These distinctive behaviors, particularly under the influence of ions in aqueous solutions, have profound implications for scientific and technological applications. Despite extensive research, the origin of water’s anomalies and the mechanism underlying specific ion effects remain elusive. Through the analysis of experimental data and molecular dynamics simulations, we present compelling evidence for the dynamic coexistence of two structural motifs in liquid water: locally favored tetrahedral structures and disordered normal-liquid structures. Based on this insight, we develop a hierarchical two-state model that captures the cooperative formation of tetrahedral structures. This model provides a unified framework for explaining water’s structural, thermodynamic, and kinetic anomalies, as well as its critical behavior, under varying temperature and pressure conditions. Furthermore, we reveal that the dynamic properties of ionic solutions are primarily governed by the interplay between ion solvation and the tetrahedral ordering of water molecules under the influence of ionic electric fields. We characterize this ion-specific competition and propose a theoretical model that quantitatively explains the concentration- and temperature-dependent experimental data on viscosity and diffusion in various ionic solutions. These findings unify water’s anomalous properties with specific ionic effects in aqueous solutions, offering fundamental insights into ionic processes across physical, chemical, and biological systems.
